About the Family & Social Services Administration:

The Office of Early Childhood and Out-of-School Learning (OECOSL) within the Family and Social Services Administration (FSSA) oversees early childcare, education, and out-of-school-time programs. OECOSL's vision is that every Indiana community will have a strong network of Early Care and Education and Out-of-School Time programs that support the child, the family and local schools. Programs will be high quality, affordable and accessible to enable families to work effectively to obtain economic self-sufficiency. Children will thrive in programs that meet their developmental and educational needs and make them feel welcome, encouraged, and supported. Professionals teaching and caring for children will have the resources, including training and education, needed to operate and maintain high quality programs.

Role Overview: The Director of Quality Practice leads OECOSL’s efforts in improving the coaching and technical assistance available to childcare providers and improving the overall level of quality programming available to children. You will lead a diverse team of early care and education professionals with expertise in policy development, program design, implementation, and evaluation. Your role oversees the management of multiple vendors and ensures federal and state regulations and reporting requirements are maintained. As the Director, you will ensure implementation of programming and foster partnerships designed to address factors leading to improved educational outcomes for children.

The ideal candidate will have a bachelor’s degree in early childhood, Human Development, Social Services, or Political Science plus a minimum of five years’ experience in a similar field. Knowledge of childcare systems, policy and systems development, grant/proposal writing, workforce systems development is desired.

Salary: This position traditionally starts at an annual salary of $93,002.00. The Salary for this position may be commensurate with education and job experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Review and evaluate organizational effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement.

  • Develop and coordinate plans and policies, resources, and mission as well as goals, vision and expectations of agency or program.

  • Provide guidance to agencies and the public regarding applicable laws and rules.

  • Supervise subordinate personnel including hiring, determining workload, and delegating assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action.

  • Monitor agency or program budget including revenues, expenditures, and budget projections.

  • Communicate with news and other media. responds to media questions or requests in an appropriate public relations manner.

  • Coordinate with other government officials on planning issues (i.e. federal and/or state agency directors, etc.).

  • Coordinate, review and evaluate the use of appropriate controls and standards for the agency.

  • Ability to identify problems. determine accuracy and relevance of information, and to use sound judgment to generate and evaluate alternatives and to make recommendations.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.

Difficulty of Work:

Your work is broad in scope involving complex elements which require critical and analytical abilities. As the Division Director, you must be able to react to these variables ensuring proper response in accord with accepted practices and principles as the primary representative of the agency. The Director must effectively coordinate work activities in a programmatic role where authority is indirectly within the established chain of command of the organization. Judgement is essential to adapting policies, procedures, and guidelines to situations encountered, often without prior experience or guidance.

Responsibility:

You will work independently following executive orders, statutes, rules, regulations, and accepted guidelines. The Director can make recommendations for changes to existing programs which usually influence agency operations. You will possess sufficient technical knowledge and authority for the work. Decisions and major recommendations are reviewed for compliance with agency policy and attainment of goals. You will make a major contribution in the development and implementation of significant programs. The consequence of errors is considerable, basically directed toward adverse effects on the agency and programs.

Personal Work Relationships:

You will be expected to partner with agency personnel and related stakeholders working towards completion of assigned functions. Exceptional customer service is provided to agency partners and/or the general public. Partnership with relevant public agencies, federal, state & local governments and/or community leaders may be required.
